IRC has been working in Pakistan for over 40 years, managing and delivering large, complex programs to meet the needs in health, education, protection, environmental health, and livelihoods for displaced, marginalized, and disaster affected communities across the country. IRC works in partnership with the government, non-governmental, and private sector organizations to strengthen formal and informal or institutions to promote transparency, participation, effectiveness, efficiency, and accountability in service delivery. 2. PROGRAM DESCRIPTION

Leveraging Inclusive and Climate Sensitive WASH for Empowerment-II (LIFE-II) is an extension of Leveraging LIFE Project (2018- 2022) which was funded by Australian Government’s Department of Foreign Affairs and Trade (DFAT)’s Water for Women flagship Program and was implemented by International Rescue Committee (IRC) and Environmental Protection Society (EPS) in Peshawar, Buner, and Swat Districts of Khyber Pakhtunkhwa (KP) Province of Pakistan. The second phase of the Project is focusing on integrating climate resilience into WASH system strengthening to ensure that WASH infrastructure and services are sustainable and resilient to climate-related risks.

The key outcomes of the project are:

1. Strengthened government capacities for improved service delivery and improved coordination and collaboration on climate resilient WASH between the communities and service delivery departments and within the departments.

2. Improved use of and access to inclusive and climate resilient WASH services for all.

3. Increased rights awareness to enable the target population to hold the duty bearers accountable for the provision of the much-needed climate resilient and inclusive WASH services.

4. Increased evidence of the climate resilient approaches to document and highlight the project learnings.

BACKGROUND AND SCOPE OF WORK

In order to advance our commitment toward environmental sustainability through system strengthening, IRC has signed a Letter of Understanding (LoU) with the Environmental Protection Agency (EPA) who are the custodians of the Climate Change Policy and Action plan for KP Province. Under the ambit of this partnership, both organizations are collaborating on initiatives of mutual interest. IRC is supporting EPA through development of Environmental Protection – Management Information System (EP-MIS) which will not only enable the organization in management of available evidence but also promote collection, analysis, and application of environmental data obtained from various scientific sources.

IRC aims to hire the services of a skilled and experienced MIS specialist for the formation of a robust, reliable, and cost-effective Environment Protection-Management Information System (EP-MIS) in close coordination with IRC, EPA and other government stakeholders for management and analysis of different kinds of environmental information.

The EP-MIS should encompass the following features:

• Comprehensive modules covering Administration, Environment Impact Assessment tracking integrated with GIS for spatial data analysis, Planning, Legal, Financial Management of environmental projects, Climate Change data management, and Research and Development.

• Inclusion of a robust Feedback and Reporting Mechanism.

• The EP-MIS development should utilize C#.NET and SQL Server technologies with a user-friendly UI/UX interface for Data Collection and Reports. Strict adherence to Data Security Protocols.

• Accessibility on EPA computers and the corresponding mobile applications for handheld devices such as mobiles.

• Management and sharing of periodic reports per the EPA parameters.

• Meaningful and informative analytical dashboards for decision making and reporting per the EPA parameters. The Parameters will be defined by EPA focal persons before the award of assignment and changes may occur during the software development per the department requirements.

Additionally, the MIS Consultant will develop a comprehensive user manual and deliver training to potential users.

The Consultant will also provide post software deployment technical support for at least one year to ensure the usability of the system.

EXPECTED TIME FRAMES

The Consultant is required to develop, finalize and deploy the system within 60 days of hiring.

FINANCIAL DISUBRSEMENT SCHEDULE

The Consultant will be paid on a deliverable basis in tranches:

  • Completion of EP-MIS development. 40%
  • Final Deployment of System, Source Code, finalized dashboard, manual and trainings 60%

INTELLECTUAL PROPERTY RIGHTS

All products (MIS front-end, database, reports) arising from this assignment will be owned by IRC and EPA. The consultant will not be allowed, without prior authorization in writing, to present any of the analytical, theoretical, graphics or coding results as his or her work or to make use of the data for republishing on another name.

QUALITY & ETHICAL STANDARDS

The consultant should take all reasonable steps to ensure that the database is accurate and well-coordinated. The consultant will also commit to adhering to the International Rescue Committee’s IRC Way Data Confidentiality and Code of Conduct.

INDIVIDUAL CONSULTANT PROFILE

Minimum Qualification and Experience:

• Bachelor’s/Master’s in computer science or Equivalent.

• At least four years of proven experience of efficient Information Management System development preferably by C#.Net, SQL Server, React JS.

• The consultant must be well-versed in deployment on a web platform with multiple user’s access.

• The consultant must have hands-on experience of the points mentioned in the Scope of Work.

• Expertise in quantitative information collection, analysis, and reporting.

• Excellent team building and coordination skills.

• Prior experience with INGOs and government would be highly desirable.

SUBMISSION OF PROPOSAL

Interested consultant/Firm must submit both Technical and Financial proposal separately.

A) Technical proposal: (50 % weightage)

The Consultant should submit a detail technical proposal as per Annexure A.

• Recent curriculum Vitae:

CVs of Lead and Co lead consultants and team members as annexure

• Recent 1 report of similar assignment

Reports of similar assignments must be attached within the proposal along with 2 references and their contact details.

B) Financial Proposal: (30 % weightage)

The Consultant should submit a detail financial proposal as per Annexure B.

C) Interview (20% weightage)

The Consultant will be interviewed by a panel to discuss the proposals and to assess the technical competencies
