Job Overview
Processes requisitions of telecom equipment & misc. items as per SOP's.
Manages solicitation for bids, negotiations, plan prioritization, transparency in bidding process, and structural cost reduction.
Ensures the delivery schedule meet Quality Specifications of the material.
Roles & Responsibilities
Process requisitions for purchase of Switching, Transmission, Outside Plant, IT and miscellaneous items/ material/ as per company’s prevailing policies, standard operating procedures.
Handle the processing of bid documents for necessary legal and commercial vetting.
Maintain high level of transparency and fairness in all sorts of tenders/ pre-qualification/ vendor registration falling in his jurisdiction.
Plans the Purchasing function, ensures that the most efficient and cost effective methods are applied to the best interest of the PTCL.
Liaises with concerned Departments in the HQ and Regions to identify and source their requirements at competitive prices. Initiates action as per the set limits.
Ensures that approvals as per authorized limits of Devolution of Powers are obtained and documented in order to initiate local and international purchase. Processes orders after ascertaining availability of funds.
Ensures timely progressing of orders against local and international purchase initiatives.
Continuously liaises with Inventory Control in order to facilitate procurement for maintaining the required stock level.
Ensures that material requirements of the Corporation are procured effectively and meet the required specifications and delivery dates.
Follows up payments for vendors with Finance, ensuring debits are made to the respective Cost Centre against purchase of all items to ensure that PTCL image in the market is well projected.
Prepares periodic reports on vendor ratings and performance, ensures that vendor database is updated and monitors track record of new vendors.
Presents and reports to Management on the achievement of targets/ objectives of the Procurement Department.
Bears responsibility for training and provisioning to ensure the continuous improvement of employee skills and performance and staff development.
Manages, monitors and evaluates the sections on-going performance and quality of its output and services.
Provides professional guidance and support to subordinates in carrying out the assigned functions.
Requirements:Experience
At least 10 years experience in facilities planning & management, and procurement management for a company with a high volume procurement section.
Sourcing and contract negotiation experience.
Educational Qualifications
Advanced degree in Management / Supply Chain / Finance
